Children and their education in homes have always existed and is thus the oldest and best known form of education. However, today’s home-learning cannot be compared with state education institutions and orphanages from the past either by name or pedagogical approach. Since the home scandals, youth welfare has been fundamentally reformed.

Home education is and is regulated by law. In the case of physical parents, the educational competence is limited or has been ascertained in the case of growing abnormalities in social behavior. This should be averted or counteracted to the threat to childhood. Youth services provide facilities for this purpose. The purpose of these institutions is to provide children who are temporarily or no longer able to live in their home family, to provide a child-suitable home and to educate them to grow responsible members of society. The youth welfare program provides semi- and full-station programs as aids to education.

The in-patient accommodation of children and adolescents is only applied if it requires a special situation and thus the education of the child or adolescents in the family is no longer guaranteed. Children’s Homes have always had an abnormal value in society and the children were branded.
The Kinderheim scandals have not contributed to the improvement of this reputation.

Only slowly a rethinking of society takes place. The word „Children’s Home“ today does not exist in common language-use with authorities and offices. For many children family-oriented housing groups are an opportunity to live their childhood and adolescence outside their home family.
In these residential groups and other educational institutions of this kind, well-educated educational staff cares lovingly for the children and young people. Whatever form of home education is concerned, the aim is to allow a child or a young person to return to the family or to be admitted to a family.
Since many children are traumatized by certain situations and/or events, they need therapeutic and/or healing education support.

Various programs and offers are available in these youth welfare facilities, e.g. Speech-, exercise- and behavior therapy as well as behavioral and experiential education etc. In the last few years, the reference education system has emerged as a special educational success.
The child or teenager has a special person who is always the first contact person for all personal needs. This means that the adolescent has a reliable reference person. In-patient home education cannot replace an intact family, but it can be a loving support for the child and adolescents on their way.
